A state's electoral vote are "all or nothing" meaning the candidate that wins the majority of the votes from the state takes all the delegates. But Maine and Nebraska are different. Both states allocate two Electoral Votes to the popular vote winner and then one each to the popular vote winner in each Congressional district (2 in Maine and 3 in Nebraska) in their state.
